Mais <strong>le succ\u00e8s d\u2019une d\u00e9mocratie f\u00e9d\u00e9rale repose sur un \u00e9l\u00e9ment fondamental\u202f: des structures locales de gouvernance autochtone<\/strong>. Et elles sont en train de se renforcer.<\/p><p><strong>Chaque r\u00e9gion ou \u00c9tat dispose de son propre organe de gouvernance<\/strong> \u2013 un gouvernement r\u00e9gional de facto autochtone qui fournit des services \u00e0 la population.\u00a0<\/p><p>Dans l\u2019\u00c9tat Karenni, d\u2019o\u00f9 vient Khu Lay, le gouvernement autochtone a collabor\u00e9 avec des partis politiques locaux, avec la soci\u00e9t\u00e9 civile et avec des mouvements de d\u00e9sob\u00e9issance civile en vue de former <strong>le Conseil consultatif de l\u2019\u00c9tat Karenni<\/strong>. Le conseil <strong>a men\u00e9 l\u2019\u00e9laboration d\u2019une nouvelle politique qui \u00e9tablit les syst\u00e8mes de l\u2019\u00c9tat Karenni<\/strong> en mati\u00e8re de gouvernance, de droit et d\u2019administration. En plus d\u2019\u00e9tablir le mode de fonctionnement de l\u2019\u00c9tat, <strong>cette politique repr\u00e9sente une vision commune de la future d\u00e9mocratie f\u00e9d\u00e9rale<\/strong> pour laquelle ils et elles luttent ensemble.\u00a0 \u202f<\/p><blockquote><p>\u00ab\u2009Nous avons convenu d\u2019un m\u00eame objectif politique\u2009\u00bb, d\u00e9clare Khu Lay, membre du conseil. \u00ab\u2009C\u2019est donc plus facile pour nous de coop\u00e9rer.\u2009\u00bb<\/p><\/blockquote><p>Pendant l\u2019ann\u00e9e o\u00f9 s\u2019\u00e9bauchait la politique, <strong>les membres du conseil ont tenu des consultations avec des personnes<\/strong> de tous les horizons d\u2019un bout \u00e0 l\u2019autre de l\u2019\u00c9tat. Inter Pares et ses homologues en ont appuy\u00e9 certaines, notamment des s\u00e9ances avec <strong>les r\u00e9seaux de femmes et de jeunes.<\/strong><\/p><p>Au d\u00e9but\u202f2023, le conseil a officiellement adopt\u00e9 la politique. C\u2019est <strong>le fruit d\u2019une collaboration massive entre plusieurs groupes autochtones karennis<\/strong>\u202f: soci\u00e9t\u00e9 civile, groupes de femmes, personnel de la sant\u00e9, enseignant-e-s, fonctionnaires et \u00e9lu-e-s politiques.<\/p><blockquote><p>\u00ab\u2009Nous avons besoin d\u2019unit\u00e9 et de l\u00e9gitimit\u00e9 \u2013 et nous avons besoin d\u2019aborder les causes profondes [du conflit]\u2009\u00bb explique Khu Lay.\u00a0<\/p><\/blockquote><p>Cette politique contribuera aux trois. Inter Pares est fi\u00e8re de soutenir le cheminement vers une d\u00e9mocratie f\u00e9d\u00e9rale b\u00e2tie sur le fondement de l\u2019autod\u00e9termination autochtone.\u00a0\u00a0<\/p><p><em>*Nom
